The Sino-German Energy Partnership
The Sino-German Energy Partnership aims to enhance bilateral cooperation on the energy transition, including facilitating the transformation of the energy system towards a sustainable system based on energy efficiency and renewable energy, improve energy security, promote climate protection and mitigate global competition for energy resources.

Following the signing of a Letter of Intent between GIZ and the National Energy Conservation Centre (NECC) on the Implementation of Sino-German Demonstration Measures on Energy Efficiency in Key Industries, in the presence of German Vice Chancellor Robert Habeck (BMWK) and NDRC Director Zheng Shanjie, the demonstration measure in the cement industry is set to officially launch in early September. The cement industry, a major consumer of energy and contributor to carbon emissions, generates approximately 3 billion tonnes of CO2 annually. China and Germany face similar challenges in enhancing energy efficiency and reducing carbon emissions within the cement industry, including the high costs associated with CCUS (carbon capture, utilisation, and storage), green electricity, and the use of alternative fuels and raw materials.
This kickoff event will outline the demonstration project’s objectives and approach as well as the key challenges and solutions. Attendees will also have the opportunity to participate in a survey to express their interests and requirements, fostering a collaborative approach towards sustainable development in the cement industry. Within the framework of the Sino-German Energy Partnership, two delegation visits of Chinese decision-makers and think tanks in the energy sector will take place in October, facilitated by the Energy Transition Research and Think Tank Cooperation (EnTrans).
From October 17-21, China’s National Energy Administration (NEA) will visit Germany to exchange knowledge on energy storage, a crucial element in balancing increasing renewable energy integration. On October 18, the German Federal Ministry for Economic Affairs and Climate Action (BMWK) will host the delegation to discuss energy storage strategies and policies on national level of both countries.
Following this, from October 23-25, a delegation from China Southern Power Grid will visit Germany for exchanges on power trading systems. The delegation will meet with relevant power grid companies and think tanks to explore the similarities and differences in the power trading frameworks of the two nations.
These visits underline the Sino-German Energy Partnership’s role in advancing cooperation on sustainable energy solutions, supporting Germany's climate and energy goals while deepening expertise and collaboration between the two countries.
The exchange in the field of energy efficiency standards for electric vehicle chargers is one of the key tasks of the Sino-German Energy Efficiency Working Group in 2024. Both countries want to further improve the energy efficiency of charging facilities. The preparations of relevant regulations or standards of both sides are currently in the initiation and pre-study phase. Therefore, organising a Sino-German exchange on the standard/regulation and related preparatory studies at this stage to learn from and refer to each other’s methodologies, current development and goals of the standardization will have a positive effect on the subsequent preparation work of both sides.
The workshop will provide a platform for European, German and Chinese experts to discuss the status quo and methodology of the development of standard/regulation for energy efficiency of EV charging facility.
