13th Meeting of the Sino-German Working Group on Energy: Deepening Cooperation for a Sustainable Energy Future

On 22 October 2025, the 13th Meeting of the Sino-German Working Group on Energy was jointly held by the German Federal Ministry for Economic Affairs and Energy (BMWE) and the National Energy Administration (NEA) of China in Suzhou on the eve of the 2025 International Forum on Energy Transition (IFET).

Co-chaired by Mr. XIONG Minfeng, Deputy Director General of the NEA’s Department of International Cooperation, and Mr. Zeno Reichenbecher, Ministerial Counsellor and Economic Affairs Coordinator, German Embassy, the meeting brought together representatives from both governments, implementation organisations and research institutes.

Both sides reviewed the achievements of 2024 and adopted the new work plan for 2025–2026, which will deepen cooperation across key energy transition areas, including energy legislation and market mechanisms, new-type power systems, distributed renewables, sustainable heating and cooling, hydrogen and storage, energy meteorology, and CCUS.

In a forward-looking exchange, participants discussed recent policy developments, innovation trends, and cooperation opportunities, particularly in power system flexibility and carbon capture, utilisation and storage (CCUS).

Established in 2007 and elevated to a bilateral Energy Partnership in 2016, the Sino-German cooperation focuses on:

🔹advancing climate-friendly energy systems,

🔹strengthening policy frameworks for sustainable transformation, and

🔹fostering mutual learning and innovation.

As renewable energy sources generated more electricity than coal globally for the first time in the first half of 2025, the continued partnership between Germany and China remains crucial in driving the transition toward a secure, low-carbon, and sustainable energy future.
