10th Meeting of the Sino-German Working Group on Energy Efficiency Held in Berlin

On 18 March 2025, the 10th meeting of the Sino-German Working Group on Energy Efficiency took place in Berlin. The meeting was held between the Federal Ministry for Economic Affairs and Climate Action (BMWK) and the National Development and Reform Commission (NDRC) of China.
The session was co-chaired by Dr. Christian Forwick, Director General of the Foreign Economic Policy Department at BMWK, and Mr. Liu Dechun, Director General of the Environment and Resource Conservation Department at NDRC.
During the meeting, both sides reviewed the joint activities and achievements in energy efficiency cooperation throughout 2024, endorsed the work plan for 2025, and reaffirmed their strong commitment to deepening bilateral collaboration.

On the following day, the delegation visited a district heating facility operated by Berliner Energie und Wärme (BEW), featuring a large-scale heat pump system. Later the same day, the delegation attended the 11th Berlin Energy Transition Dialogue (BETD), where Mr. Liu Dechun delivered a speech in the session titled “Doubling Energy Efficiency by 2030.”

The visit concluded with a trip to the International Sanitation and Heating (ISH) Exhibition in Frankfurt. There, the delegation met with representatives of the European Heat Pump Association (EHPA) and the German Federal Heat Production Association (BWP). Thomas Nowak, former Secretary General of EHPA, and Dr. Martin Sabel, Managing Director of BWP, led discussions on heat pump funding policies and their potential to decarbonize the heating sector.
About the Sino-German Energy Parntership
The Sino-German Energy Partnership is the central dialogue platform on energy and energy efficiecny between the German Federal Ministry for Economic Affairs and Climate Action (BMWK) and the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) of the People’s Republic of China. The main objective of the partnership is to foster and advance the far-reaching and profound energy transitions ongoing in both countries by exchanging views, best practices and knowledge on the development of a sustainable energy system, primarily centered on improving energy efficiency and expanding the use of renewable energy. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH implements the project under commission of BMWK.
